Abstract

Financial inclusion has become a key policy objective in India as access to affordable banking,
savings, credit, insurance and digital financial services are closely related to household welfare,
entrepreneurship and local economic development. Commercial banks and digital financial
platforms have grown rapidly but cooperative banks remain crucial in serving communities
who are not adequately served by conventional financial institutions. In this study, we
investigate the success of financial inclusion strategies initiated by the cooperative banking
sector in Pune district, Maharashtra. We focus on five dimensions of financial inclusion:
accessibility of banking services, affordability of financial products, use of banking services,
digital financial inclusion and financial awareness. Based on the latest Indian literature, we
argue that cooperative banks have a lot of advantages—they are trusted by the community, can
lend locally, and are close to customers. At the same time, their performance is hampered by
technological limitations, governance issues, limited capital and mixed digital adoption. We
propose a quantitative empirical study with Pune district customers of cooperative banks. Data
would be collected by way of a structured questionnaire and analysed through SPSS using
descriptive statistics, reliability analysis, exploratory factor analysis, correlation analysis,
multiple regression and demographic group comparisons. This paper contributes to the
financial inclusion literature as it is based on the study of cooperative banks as locally
embedded institutions that can address financial access challenges and identify the
organisational and policy conditions that can be used to improve their inclusionary role.
